Madiyar Balken

Judge Madiyar Balken was born in Almaty, Kazakhstan, on January 24, 1975.

He successfully graduated from the International Kazakh-Turkish University in 1996 and received a Master's Degree of Law at the Kazakh State Academy (civil law and civil procedure) in 1999.

In 2001, he has conducted research on the topic: "Legal regulation of entrepreneurs bankruptcy" and successfully defended degree of Candidate of Legal Sciences (Ph.D.).

2005 to 2006 - Judge of the Specialized Interdistrict Economical Court of the South Kazakhstan region.

2006 to 2009 - Judge of the Specialized Financial Court of Almaty.

2006 to 2007- Intern at the Supreme Court of Korea (Seoul), as well as at the National Court Administration of the Supreme Court of Korea.

2009 to 2012 - Chairman of the Specialized Interdistrict Economical Court of Astana.

2012 to 2015 - Chairman of the Appeal Board on Civil and Administrative Cases of the South Kazakhstan Regional Court.

2015 to present - Judge of the Supreme Court of Kazakhstan.

He was designated as Judge-coordinator for mass-media on administrative cases and international programs of the Supreme Court of Kazakhstan.

Judge M. Balken has experience in court administration at the district and appellate courts. He also has participated in the Working Group for Judicial and Legal Reforms in Kazakhstan and has state and national court  awards.
