Ms. Abdool is a partner and Co-Founder of PPG Global, LLC and has enterprise oversight of the firm’s Administration; Fiscal and Human Resources functions; employee relations, staffing, benefits and medical claim billing, training & development, performance management, salary compensation and dispute resolutions. Additionally, she also has the enterprise oversight of all fiscal matters; client and vendor billing, invoicing, payroll, benefits, predictive analytics, financial reporting, contractual compliance and reporting for 8A government/federal funding, DCCA and FCA compliance reporting and monitoring all project performance according to contractual agreements executed and including those that are in pursuit of the MWBE objectives. Ms. Abdool is a Certified Scrum Master, she has both Lean Six Sigma Green and Black Belts and holds a Masters in Public Administration (MPA) from the University of Tennessee with a cognate major in Human Resource Management (MHR) and a double-sub cognate major in Higher Education Administration and Supervision and Health Care Administration (HCA). She holds an undergraduate degree in Psychology and Statistics from HBCU- Tennessee State University. Ms. Abdool has over 28 years of executive and operational experience in both the municipal government, public and private sectors with business acumen and fiscal accountabilities for 24 X 7 operations, serving an average of 2.2M customers, with direct span of control for 1000+employees and $3B in budgets, revenues, contracts and asset listings on an annual basis. Prior to joining PPG Global, LLC (2000-2010) Ms. Abdool held executive leadership roles as Deputy Director and Director with the City of Houston at multiple departments, the Houston Public Library and the Houston Municipal Courts Administration. Her strategic reach with combining technology and innovative services with serving the public created a culture of transformational services; recognizing Houston Municipal Courts for the implementation of their One Call Solution Center and State of the Art Technology with the renovation of the main Municipal Courts Building and their 22 satellite locations. The annual service capacity of over 2M in foot traffic for Municipal Court services and related cases. Ms. Abdool’s vast and diverse experience on large complex public, health, disaster recovery and municipal projects has given her significant leadership oversight and project oversight from 2011 to presently in 2025. Here are some key highlights: In 2017 she led both Project Teams on the post Hurricane Harvey initiatives, The restoration of the historic Wortham Theatre for the Houston First Corporation deployed 175 resources within 48 hours and managed the small business participation for 15 firms and community engagement with local entities on the project. The second project was with the City of Houston immediately after the Hurricane had hit and with the Public Works Department. Ms. Abdool led the firm of three project teams supporting the site assessment of the Waste Water and Lift Stations for damages to over 448 facilities. In 2018-2020, she worked with both the City, County and Prime leading the Project Teams for the Harris County Intake Program for Hurricane Harvey Recovery and the City of Houston Housing and Community Development for the Hurricane Harvey Recovery Programs. In 2020-2021, Ms. Abdool was on special project assignment, for 13 months with the City of Houston Health Department Responsible for the City of Houston’s response to COVID 19, as the Project Director overseeing all initial areas of operation during Incident Command Structure related to the pandemic. This included the Contract Tracers, Epidemiologists, Testing, Data Reporting Services, COVID 19 Hotline/Call Center and all related administrative support for the COVID19 Response Group. During the height of the pandemic, her span of control was in excess of 700 team members, requiring a high degree of preparedness and responsiveness to the public and their safety. Collaboration with local, county, state and federal entities on a daily basis to determine the services, technological applications, reporting, equipment, supplies and strategic outlay of the COVID 19 Operations was required as well as a significant community involvement and engagement. From 2022 to currently, Ms. Abdool in addition to being a Principal/Partner she is responsible for innovative strategies for Community Engagement, Stakeholder Relationships, Project Management and Project Controls for the 1.6B Harris Health, LBJ Hospital Campus Expansion, and helped to secure the passing of Harris Health’s 2023, 2.5B Bond for Harris Health (which was the first bond in the almost 60 year history) and passed at a 72% favorable rating. She is heavily involved and passionate about all aspects of the this transformational project to build the first Trauma Level 1 Hospital (in a marginalized community) outside of the Texas Medical Center while ensuring that the community’s voices are heard throughout every aspect and phase of the project to the completion of the new hospital by 2029. |
